An application for new homes in Yapton, West Sussex was refused at the Planning Committee meeting on 26 May 2011.
Bob Hilder, Strategic Land Director of Land & Brand New Homes, attended yesterday’s meeting in respect of land north of Burndell Road, Yapton.
Bob reports, “This meeting was a real eye-opener in the workings of Planning Committees and the decision-making process.”
He continues, “The Planning Officer went through the scheme, confirmed officers’ recommendations for approval and reaffirmed that there were no statutory objections from Highways, Drainage, etc. A request to delegate the final decision, subject to finalizing the Section 106, was made. The agenda item went into 30 pages.”
“Thirteen Committee members then ignored not only the recommendation of the Officer, but also questioned the statutory authorities’ recommendations. After just over an hour, the application was unanimously REFUSED.”
We report that the Committee’s comments reflected that “the social housing element would devalue their property”. We believe there are 3,000 persons on a waiting list in Arun. We also report that it was suggested that the foul and surface water systems could not cope with an additional housing scheme, although there were no objections from the statutory authority.
Bob, who specialises in strategic land acquisition on behalf of residential development companies, has, over the years, borne witness to the political process within Planning. Says Bob, “We have been negotiating the scheme with professional Officers over many months, and carried out the usual lobbying under the Localism Bill. Regretfully, all this was completely ignored by members of the Planning Committee.”
The Vendors will shortly lodge an Appeal, the results of which we will report in due course.
